The Mandate Exists Before the Job Ad Does

Most agencies prospect the same way. Watch the job boards, find a live role, call the hiring manager. It feels like intent data. By the time you see it, it's closer to a crowded room.

A company decides to hire long before the ad goes up. Somebody gets funding, opens an office, loses a senior person, or signs a contract they can't deliver with the team they have. Then there's budget approval, a brief, an internal search. The ad is the last step, not the first.

When the ad appears, the internal team and five other agencies are already on it.

The agencies that win mandates get in earlier. They watch for the events that create the need: a funding round, an expansion, a leadership change, a jump in hiring in one department. Then they reach the decision-maker while the brief is still being written.

That conversation is different. You're not one of twenty CVs in an inbox. You're the person who noticed the problem before it became a vacancy.

This is most of what I do for recruitment firms. Find the companies in that early window, confirm the need is real and the right person is involved, and put the agency in front of them before the job board does.
